Twenty-eight Chapters

To provide uniform procedures for investigating and reporting on complaints of missing persons and ensure compliance with the National Child Search Assistance Act of 1990, the Missing Vulnerable Adult Act of 2011 and various other state and federal laws and rules and regulations pertaining to missing persons.

To establish operational guidelines and search protocols in connection with the Project Lifesaver Locator System equipment which is used to locate certain specially equipped missing persons with a vulnerability to “wandering” due to cognitive impairments such as autism, Alzheimer’s disease and Down syndrome.

To establish procedures for Sworn Members to follow with respect to the detection and reporting incidents of suspected child abuse, neglect or maltreatment.

To establish the policy and procedures for Sworn Members to follow when responding to reports of disturbances, disputes, violence or offenses between members of the same family or household (“Domestic Incidents”).

To assist Sworn Members in identifying and investigating “Hate Crimes” as defined in section 485.05 of the New York State Penal Law.

To establish procedures to be followed when investigating threats of explosive devices, suspected explosive devices, and explosions.

To establish procedures to be followed by Sworn Members when responding to reports relating to suspicious substances.

To establish a uniform procedure for the operation of the Westchester County Department of Public Safety Emergency Force (PSEF).
